The short answer is: Yes.

With a policy of "p=none", DMARC does not change in any way how the emails are handled. No policy is applied to emails that fail DMARC validation at this point.

This policy allows you to monitor your DMARC progress, before moving into a more protected policy such as "p=quarantine" or "p=reject" where the reporting continues as well.
